For many buyers, purchasing a property is not only an investment in lifestyle, but also an opportunity to obtain a temporary residency permit in Montenegro.
This guide explains the current requirements, which properties qualify, the application process, the documents required and answers the questions our international clients ask most frequently.

Can Foreigners Obtain a Residency Permit by Buying Property in Montenegro?
Yes.
Foreign nationals may apply for a temporary residency permit based on ownership of qualifying real estate in Montenegro, provided they meet the requirements prescribed by the Law on Foreigners and the relevant authorities.
Is There a Minimum Property Value?
Yes.
Under the current legislation, most non-EU nationals applying for temporary residence through property ownership must own qualifying real estate with a minimum tax-assessed value of €150,000.
It is important to note that this refers to the tax value determined by the Tax Administration, which may differ from the purchase price stated in the Sale and Purchase Agreement.
This minimum value requirement generally does not apply to citizens of the European Union, Iceland, Liechtenstein, Norway and Switzerland.
Which Properties Qualify?
Temporary residency may generally be obtained through ownership of:
Apartments, Houses and villas, Holiday homes, Commercial premises, Hotels, Restaurants
The purchase of land only, ruins, or unfinished non-residential buildings does not normally qualify until the property has been legally completed and registered.
Can Co-Owners Obtain Residency?
Yes.
Under the current legislation, each applicant should generally own at least a 50% share of the property in order to qualify for residency through property ownership.
How Long Is the Residency Permit Valid?
A temporary residency permit is normally issued for 12 months.
It may be renewed annually, provided the legal requirements continue to be met.
Can It Lead to Permanent Residence?
Yes.
Under certain legal conditions, continuous lawful residence in Montenegro may eventually lead to eligibility for permanent residence.
Does This Residency Permit Allow You to Work in Montenegro?
No.
A residency permit obtained solely through property ownership does not automatically grant the right to work in Montenegro.
Separate work authorisation may be required.
What Documents Will I Need?
Although every application is assessed individually, applicants are typically required to provide:
- Proof of ownership of the property (issued within the previous six months)
- Valid passport
- Health insurance
- Criminal record certificate from the country of origin (officially translated)
- Registration of arrival in Montenegro
- Proof of sufficient financial means, including a bank balance of at least €7,300, where required by the authorities at the time of application
Within 24 hours of arriving in Montenegro, foreign nationals must also register their stay with either the local police or the Tourist Organisation.
